Partnership for the development of the City of Bijeljina is an advisory body of the City, appointed by the mayor, and it is the key mechanism of participation of community in managing local development, or an instrument for communication between the citizens and City Administration.
 
Sectoral partnership group (SPG) for social development, which includes representatives of educational, health and social institutions (Social Welfare Centre), institutions of culture, citizens’ associations active in these areas, especially associations focused on the vulnerable groups and social services, Coordination body for monitoring the implementation of the Development Strategy, media, and the Section for Local Economic Development and European Integration, should focus on the following:
