Survey with students
The development of higher education in the City of Bijeljina began in 1993 with the establishment of the Teacher Training Faculty and the College of Foreign Trade. The area of higher education is regulated by the Law on Higher Education.
In 2009, construction of the Centre for Higher Education was completed and equipment was procured. In the 2010/2011 academic year, classes began in the new facility, thus fulfilling Strategic Goal 4.1.1. from the Development Strategy of the Municipality of Bijeljina until 2015. Conditions are being created for Bijeljina to become a University City; however, in the coming period, it will be necessary to build student accommodation facilities.
The City of Bijeljina awards scholarships through a public call to students of social sciences, natural sciences, technical sciences, medicine, pharmacy, dentistry, veterinary medicine, and information technology, as well as to students who are children of fallen soldiers and members of underrepresented constituent peoples and the “others” category.
The development of student and university infrastructure is not keeping pace with the rapid expansion of higher education. There is a clear lack of student accommodation capacity, and the existing facilities do not meet student life standards. The city currently does not have a student campus that would offer services such as a student cafeteria, a library with a reading room, and facilities for sports, recreation, and leisure activities.
The emigration of young and educated individuals is a problem faced by Bosnia and Herzegovina, including Bijeljina. For this reason, the Section for Local Economic Development and European Integration decided to conduct a survey to identify the factors influencing young people's decisions to either leave or stay in Bijeljina.
