Annual Reports on the Implementation of the Strategy
The reporting on the implementation of the Local Development Strategy of the City of Bijeljina (2014–2023), revised for the period 2019–2023, aims to engage all key stakeholders in reflecting on and contributing to more effective decision-making regarding the implementation of strategic priorities in economic development, social development, and environmental protection, within the framework of three defined strategic goals and eleven sectoral objectives.
The Annual Implementation Plan of the Local Development Strategy of the City of Bijeljina for 2023 envisaged the implementation of 66 projects, as follows:25 projects in the economic sector (total value: BAM 2,730,125.20),11 projects in the social sector (total value: BAM 2,396,790.00), and 30 projects in the environmental sector (total value: BAM 15,600,805.59).
The total value of planned projects was BAM 20,727,790.79.
In the previous year, the total value of implemented projects amounted to BAM 18,317,576.52, which represents 88.37% of the projected financial framework. Of this amount, 31.09% (BAM 5,695,136.25) was financed from the City budget, while 68.91% (BAM 12,622,440.27) came from external sources.In terms of the actual number of projects implemented during 2023, a total of 45 projects were implemented:22 projects in the economic sector (total value: BAM 2,823,855.95),14 projects in the environmental sector (total value: BAM 13,256,591.37), and 9 projects in the social sector (total value: BAM 2,237,129.20).It should be noted that certain projects were not implemented primarily due to a lack of external funding.It is also important to highlight that the high percentage of implementation was largely made possible by the Public Institution “VodeSrpske” (Waters of Srpska) (BAM 8,190,608.47) and the Electricity Distribution Company “Elektro-Bijeljina” (BAM 3,900,000.00), which jointly implemented three major projects in the city: construction of the Drina River embankment, rehabilitation of pumping stations, and construction and reconstruction of electric power facilities.
For 2023, it was planned that BAM 8,164,022.28 would be allocated from the City budget for the implementation of strategic projects, while BAM 5,695,136.25 was actually spent (69.76%).
The total planned amount of external funds was BAM 12,563,698.51, while the amount spent was BAM 12,622,440.27 (100.47%).
The largest portion of the 2023 project funding was planned by the City Department of Residential Affairs, Utilities and Environmental Protection. The total planned budget for this department in 2023 was BAM 2,693,000.00. Out of 17 planned projects, the department fully or partially implemented six projects, allocating a total of BAM 352,809.39 (13.10%) for their implementation.
With regard to conclusions and corrective actions from the previous year, the main obstacles were limited financial resources, both internal and external. This highlights the need for more realistic financial planning for the implementation of strategic projects in the future, as well as continuous improvement of the business environment in order to attract new investments.
It is also significant to note that the City of Bijeljina was among the first four local governments in Bosnia and Herzegovina to meet the criteria and receive certification in 2015 as a Business-Friendly Municipality (BFCSEE - Business Friendly Certificate South East Europe).This certificate confirms that the City of Bijeljina provides high-quality services to investors, facilitates business operations, and continuously works on improving the local business climate — one of the key preconditions for the aforementioned activities.
It is also important to emphasize that the City of Bijeljina, in accordance with the 2030 Global Agenda and the Sustainable Development Goals, promotes partnerships among the public, civil, and private sectors and the academic community, and implements a number of projects in cooperation, making it a positive example of Agenda 2030 implementation, not only in Bosnia and Herzegovina but also in the wider region.
In line with the strategic commitment for the City of Bijeljina to become the City of the Future by 2030, the City Administration is preparing and implementing a number of programs, projects, and activities aimed at creating the preconditions for sustainable economic, social, and environmental development.
