Sustainable Urban Mobility Plan (SUMP) of the City of Bijeljina

City of Bijejina is one of the most important cities in Bosnia and Herzegovina, and with a population of 108,000 inhabitants, it is the second largest city in Republika Srpska, after Banja Luka. Bijeljina is the administrative, economic, cultural and academic centre. Previous two decades in the City of Bijeljina were marked by significant migrations, population increase, and construction of residential zones, together with commercial contents in the central urban part of the city and suburban settlements. Significant funds have been recently invested into construction of necessary utility and social infrastructure, rehabilitation and modernisation of infrastructural systems, so that with the increased motorisation, increased population, and observed increased need for mobility, smooth functioning of the city can be achieved. Bijeljina has never had a developed public urban transport system, although a possibility of introducing modern public urban transportation in urban and suburban areas has been considered during the last two decades. Due to increased need for mobility of increasing number of citizens in Bijeljina and neighbouring municipalities (commuting), increased motorisation, non-compliance with traffic regulations, insufficient use of non-motorised transport (walking and cycling), more and more citizens express their dissatisfaction by transport system, significant negative impact on the environment due to overuse of individual motor vehicles, which threatens to become a limiting factor for future development of the City of Bijeljina. These are the key reasons for the City of Bijeljina to take steps towards improvement of traffic system, transport infrastructure and resources, and towards the improvement of the urban mobility concept which has been applied in accordance with the EU Energy Strategy 2030, and with the sustainable development goals proclaimed by the UNDP.
 
Preparation of this Plan is a brave step of the City of Bijeljna away from the previous practice and concept. It is also a strong harmonisation with policies, strategies and goals proclaimed by the EU, related to sustainable urban mobility.
 
Sustainable mobility management is a concept related to creation of a long term sustainable system that provides for a high degree of mobility of the largest possible number of citizens of a certain area. It is used to solve problems generated by today’s traffic systems, like waste of time, loss of lives, harmful effects on the environment and health of people, and taking up of space.
 
Sustainable Urban Mobility Plan of the City of Bijeljina is a strategic plan, designed to satisfy mobility needs of people and legal entities in the City of Bijeljina and its surroundings, and to improve the quality of life of its citizens.
